Hikaru-kun and Hikari-chan are the mascots of the Niigata Prefectural Police Force. Some merchandise is available for sale from here. Hikaru-kun’s name in Japanese is ひかるくん. Hikari-chan’s name in Japanese is ひかりちゃん.

Komame-chan and Britain-chan

Komame-chan is the mascot of the Ministry of the Environment’s campaign against global warming. Britain-chan is the mascot of the British embassy in Tokyo’s environmental campaigns. Komame-chan’s profile is here. The two characters appear in a CD-ROM about environmental issues, details of which can be seen here. Komame-chan’s name in Japanese is コマメちゃん.
